SECTION 1Purpose, Scope and Regulatory Basis

1.1 Purpose

This plan tells every person on the Perry Industries campus what to do when there is a fire, a chemical release, severe weather, a medical emergency or a security threat: how to report it, what the alarms mean, where to go, how everyone is counted, and who is allowed to stay behind.

1.2 Scope

The plan covers all employees, temporary workers, contractors, drivers and visitors at 1 Perry Parkway, New Mos Eisley. The campus is about 22 acres on the north shore of Lake Tiberius. A residential neighborhood lies across Perry Parkway to the north, about 400 ft from the Building B flammable tank farm and about 600 ft from the ammonia storage area. There are three gates on Perry Parkway: Gate 1 (west, Building A), Gate 2 (center, Building B) and Gate 3 (east, Building C).

1.3 Regulatory Basis

  • 29 CFR 1910.38 — Emergency action plans. This plan contains every minimum element of 1910.38(c)(1) through (c)(6) and meets 1910.38(b), (d), (e) and (f). Appendix D cross-references each paragraph to the section of this plan that meets it.
  • 29 CFR 1910.165 — Employee alarm systems. Section 4 describes the alarm system, the signals and how it is maintained and tested.
  • 29 CFR 1910.119(n) — The Thunderbolt Solvent System in Building B is a process covered by Process Safety Management. 1910.119(n) requires an emergency action plan for the entire plant under 1910.38 that also includes procedures for handling small releases. This campus plan is that plan; the small-release procedures are in Section 13, the Building B Annex.

1.4 Relationship to Other Plans

PlanCoversOwner

Employees in Building A and Building C, and Building B employees who are not ERT members, do not respond to hazardous substance releases beyond incidental spills in their own work area. They report, evacuate or shelter as this plan directs. Only the Building B ERT, under the separate Emergency Response Plan, responds to releases.

1.5 Plan Availability

This plan is in writing, kept in the workplace at the locations listed on the "Where Copies Are Kept" page, and available to every employee for review (1910.38(b)). Supervisors will show any employee where the nearest copy is.

1.6 Safety Data Sheets

Safety data sheets for every chemical on campus are kept under the Hazard Communication Program (29 CFR 1910.1200), owner Dana Scully. During an emergency, pull the SDS for the material involved and send it with any injured or exposed person to the hospital.

LocationWhat is there

Building B, HWA entranceSDS binder, all Building B chemicals and waste profiles
Building A lab office (Arthur Dent)SDS binder, all Building A laboratory chemicals
Building C dispatch officeSDS binder, Building C fuels, lubricants, propane and finished products

1.7 Who Is On Site

Appendix E lists who is on site on each shift: name, job, plan role, and whether the person is a HAZWOPER technician (a member of the Building B Emergency Response Team). Use it for headcount (Section 8) and to know which ERT members and Emergency Coordinators are on site or on call. Only ERT members handle releases that are not small (Sections 9.1 and 13); everyone else reports the release, gets away from it and keeps others out.

SECTION 2Responsibilities

The people below hold roles under this plan. Where a role is held by a job title rather than a named person, whoever holds that job on the shift carries the role.

Every employee

  • Know two ways out of your work area, your assembly area and its alternate, and what each alarm signal means.
  • Report emergencies at once (Section 3). Follow your warden. Stay at the assembly area until you are counted and released.
  • Do not go back into a building or a release area for any reason until the all-clear.

Supervisors

  • Know who is working for you on the shift, including temps and contractors, and take the shift roster when you leave.
  • Take headcount at the assembly area and report it (Section 8).
  • Review this plan with each new or reassigned employee (Section 11).

Emergency Coordinator

The Emergency Coordinator (EC) on duty runs the campus response until NMEFD arrives, then works beside the fire officer in charge. The EC is the primary or, in order, the first available alternate listed above. After 11:00 p.m. and on weekends, the security officer at Gate 2 calls in this order until one answers: Marty McFly, Steve Resko, Jenn Resko, Montgomery Scott. The EC reached calls back the ERT, notifies Dana Scully, and reaches the campus within 30 minutes. The same people serve as Emergency Coordinator under the LQG Contingency Plan.
